The Philippines: CHR 7 probes 89 alleged extra-judicial killings

THE Commission on Human Rights 7 is investigating 89 cases of alleged extra-judicial killing committed in Central Visayas since the Duterte administration began its war on illegal drugs in July 2016, including those which may have been committed by civilians. “We have officially docketed for investigation 41 incidents of alleged extra-judicial killing (EJK) with 47 victims from July to December 2016, 43 cases with 48 victims in 2017, and five cases with five victims this year,” Commission on Human Rights (CHR) 7 special investigator Leo Villarino told SunStar Cebu last Friday. “All the cases are drug related.” Asked how they knew the cases were drug related with the assailants still unknown, he gave the example of Ronda Vice Mayor Jonnah John Ungab killed in an ambush last Feb. 19. “We consider the case of Atty. Ungab drug related because in our view, there’s a connection with the war on drugs. He was the lawyer of a high-value target (self-confessed drug lord Rolando “Kerwin” Espinosa Jr.). Kerwin’s father (Albuera, Leyte Mayor Rolando Espinosa Sr.) was also killed. The lawyer of Mayor Espinosa was also killed. There might be a pattern. And our initial investigation doesn’t indicate any other motive, like political or personal, so we’re now concentrating on the drug angle,” he said. In November 2016, the elder Espinosa was killed in an alleged firefight with members of the Criminal Investigation and Detection Group in his jail cell in Leyte, where he had been detained for possession of drugs and unlicensed firearms.

Iran: Prominent Lawyer Suspends Prison Hunger Strike

A prominent Iranian lawyer has temporarily ended his hunger strike from behind bars at the request of his colleagues, who believed his health was in danger.

Abdolfattah Soltani, who has been in prison since September 10, 2011, went on hunger strike March 21, but began taking food again March 26 at the request of thousands of attorneys and civil society activist who believed the fast threatened the 64 year old’s life.

Soltani announced he would suspend his hunger strike until April 10 to allow parliament and lawyers unions time to research his case and reinstate his rights in a “tension-free atmosphere.”

In a March 25 letter addressed to the Islamic Republic’s judiciary, members of parliament, and the chairmen of Iranian Bar Association and lawyers’ unions, 3,600 lawyers and civil rights activists called for “implementing all tools” needed for Soltani’s release. In the same letter the signatories asked Soltani to suspend his hunger strike until April 10.

Soltani began his hunger strike to protest what he says is the Intelligence Ministry’s interference in judicial proceedings against political prisoners. He carried out his strike in the prison where he is incarcerated in the city of Borazjan.

Pakistan: LHC accepts apology from Multan lawyer

CJ Shah issues arrest warrants for LHCBA Multan president

A Lahore High Court (LHC) larger bench accepted on Monday unconditional apology of former president of the Multan High Court Bar Association Sher Zaman Qureshi and discharged contempt proceeding pending against him.

On the previous hearing, Mr Qureshi had appeared before the bench, headed by Chief Justice Muhammad Yawar Ali, for the first time since a bench headed by his predecessor, Justice Syed Mansoor Ali Shah, had initiated the proceedings against him and another lawyer last year. Both lawyers tendered their unconditional apology, which the bench accepted on Monday and discharged the contempt proceedings.

The former chief justice had initiated contempt proceedings against Qureshi and advocate Syed Qaiser Abbas Kazmi for misbehaving a judge at the Multan seat, obstructing judicial work and ransacking the court premises during an incident took place on July 24, 2017. They had also ripped off name plate of the judge.

Mr Qureshi never appeared before the court rather his supporters held protests on each hearing of the case against then chief justice Shah.

France: Fac de droit de Montpellier: gardes à vue prolongées pour le doyen et un professeur

Les gardes à vue du doyen et d’un professeur de la fac de droit de Montpellier, mis en cause dans les violences survenues la semaine dernière dans l’établissement, ont été prolongées jeudi, quelques heures après l’annonce de leur suspension par la ministre de l’Enseignement supérieur.

Les gardes à vue de Philippe Pétel et de Jean-Luc Coronel de Boissezon ont été prolongées en début d’après-midi à l’issue des premières 24 heures d’audition, a indiqué à l’AFP le procureur de la République de Montpellier Christophe Barret. Le parquet a ouvert une enquête en flagrance pour violences en réunion avec armes qui a été confiée à la sûreté publique.

Parallèlement, au vu des premiers éléments de l’enquête administrative ouverte lundi, le doyen et le professeur, accusés par des témoins d’avoir facilité ou pris part à l’expédition punitive menée par des hommes cagoulés et armés de bâtons contre des étudiants grévistes dans la nuit du 22 au 23 mars, ont été suspendus de leurs fonctions, a indiqué dans la matinée la ministre Frédérique Vidal sur Twitter.

Cette dernière a appelé à “l’apaisement” sur France Info, alors que les mouvements de blocage et les manifestations contre la loi qu’elle a portée se multiplient dans des universités françaises. Mme Vidal a rappelé qu’il y avait “deux lignes rouges” à ne pas franchir: “pas de violence dans les établissements (…). Et puis faire en sorte que l’année universitaire se termine et que les examens aient lieu dans les meilleures conditions”.
