China: Chinese Provincial Head Who Oversaw Torture of Lawyer is Investigated

A top Communist Party leader in China’s northeastern province of Liaoning, who is responsible for persecuting a prominent Chinese human rights lawyer and practitioners of a traditional Chinese self-cultivation discipline, has been placed under investigation.

Su Hongzheng, a standing committee member of Liaoning’s Party organization, and the head of the provincial domestic security committee, was found to have “seriously violated Party discipline”—a euphemism for malfeasance—according to a terse announcement by the Party’s anti-corruption agency on April 6.

Su is not the first high-ranking official to be purged in Liaoning. Four other provincial-level Party cadres, including former Liaoning Party Secretary Wang Wei, have been sacked since 2012, according to The Paper, a semi-official Chinese news website.

Turkey: 15 barodan Ankara Adliyesi önünde ortak çağrı: Tahir Elçi cinayeti aydınlatılsın

Diyarbakır Barosu’nun çağrısıyla Ankara Adliyesi önünde açıklama yapan avukatlar, Diyarbakır Baro Başkanı Tahir Elçi’nin katledilmesi, soruşturma dosyasının etkili yürütülmemesi ve aylar geçmesine rağmen faillerin bulunamamasını protesto etti.

Doğu ve Güneydoğu’da 15 barodan avukatlar Ankara Adliyesi önünde bugün bir araya gelen ve “Diyarbakır’dan duyulmayan Tahir Elçi’nin sesini duyurmak için Ankara’ya geldik”,  “Soruşturma makamları ilgisiz ve kayıtsız kalmakta, toplumda azalan adalet inancı bu tutum karşısında tükenmiştir” dedi.

28 Kasım 2015 tarihinde Sur’da barış çağrısı yaparken katledilen Diyarbakır Baro Başkanı Tahir Elçi ile ilgili yürütülen soruşturmada ilerleme kaydedilememesine avukatlar duruma tepki gösterdi. Avukatlık Haftası etkinlikleri kapsamında Diyarbakır Barosu’nun çağrısıyla Ankara Adalet Sarayı önünde bir araya gelen bölge baroları Tahir Elçi cinayetinin bir an önce aydınlatılmasını istedi. Açıklamaya Tahir Elçi’nin eşi Türkan Elçi’nin yanı sıra HDP Milletvekilleri Müslüm Doğan, Erol Dora, Ahmet Yıldırım, CHP Milletvekili Sezgin Tanrıkulu, İHD Genel Başkanı Öztürk Türkdoğan ve kitle örgütü yöneticileri katıldı. Açıklamayı yapan Adana Baro Başkanı Mengücek Gazi Çıtırık, Tahir Elçi’nin her daim hakikatin peşine düşmüş bir avukat olduğunu ifade etti.

Turkey: Lawyers Ramazan Demir and Ayşe Acinikli detained again

After the initial arrest and release of nine lawyers in Istanbul between 16 – 19 March 2016, new arrest warrants were issued against four of them on 22 March 2016. Two lawyers were re-arrested immediately after and were released a couple of days later. Yesterday, lawyers Ramazan Demir and Ayşe Acinikli were re-arrested.

Arrest nine lawyers

In the early morning of 16 March 2016, police raided the houses and offices of nine lawyers in Istanbul, Turkey. After the search, lawyers Ramazan Demir, İrfan Arasan, Ayşe Acinikli, Hüseyin Boğatekin, Şefik Çelik, Adem Çalışçı, Ayşe Başar, Tamer Doğan and Mustafa Rüzgar were arrested and taken into custody. The charges are unknown since the case file on the arrests is confidential. Allegedly the lawyers are arrested on suspicion of having ties with a terrorist organization.

KCK-Trial against 46 lawyers

All lawyers that were arrested represent the 46 lawyers who were arrested in 2011 on suspicion of “working for, or belonging to, a terrorist organization”. A hearing in the trial against these lawyers took place only one day after the arrests, on 17 March 2016. This hearing was postponed until 28 June 2016; the remaining lawyers of the 46 accused lawyers left the hearing in protest, with the consent of their clients, since they felt they were incapable of presenting an adequate defense whilst their colleagues were in custody. The hearing was monitored by a group of international observers, including representatives of Lawyers for Lawyers, Fair Trial Watch and the Dutch Bar Associations.

Azerbaijan: Civil Rights Defender of the Year 2016 – Intigam Aliyev

Civil Rights Defenders is pleased to announce human rights lawyer Intigam Aliyev as the Civil Rights Defender of the Year 2016. Recently released from prison, he is one of several human rights defenders in Azerbaijan who has been detained for their work to promote human rights.

Over two decades Intigam Aliyev has defended numerous individuals and organisations in Azerbaijan. He has inspired a generation of young Azerbaijanis, both as a teacher and as a devoted human rights lawyer.

“This support is highly valuable because it shows our realities to the world and gives hope about the future of democracy and human rights in Azerbaijan,” says Intigam Aliyev when receiving news about his award.

In 2014 Initigam Aliyev was imprisoned together with other human rights activist in a nationwide crackdown on independent voices in Azerbaijan. Throughout his imprisonment he has refused to sign a petition for pardon, continuously stating that he has not committed any crime.

Turkey:REPORT: LAWYER’S DELEGATION TO KURDISTAN (JAN.2016)

From 21 to 24 of January 2016, a delegation of 10 lawyers from Austria, Belgium, Germany and Italy visited Diyarbakır, Turkey. The mission was coordinated by two European lawyers’ organizations—the European Association of Lawyers for Democracy and Human Rights (ELDH) and European Democratic Lawyers (EDL)—and the Unione delle Camere Penali Italiane. It was supported by the ÇHD (Çağdaş Hukukçular Derneği) (Contemporary) Progressive Lawyers Association.

Here is their account of the situation.

The delegation submits that there is strong evidence that the Turkish authorities who order(ed) and implement(ed) the curfews may have committed offences against humanity pursuant to Article 77 of the Turkish Penal Code.

 

Further, the committed crimes amount to a collective punishment39 against all inhabitants of the areas under curfew and the security zones. Civilians are to be protected under all circumstances.
